Jalisco adds that the average age for the initial consumer is 12 years old, when the national average is 16. He says the situation reveals that insufficient regulation of sale and access to drugs, mainly alcohol and snuff, considered illegal substances.

Jorge Jimenez Aguilar emphasizes that the phenomenon originates in Jocotepec Chapala and the fact that “many families still send their children to buy cigarettes and beer at the store, where the merchants sell it to underage customers.”

One of the main characteristics that occurs in areas of regular use and addiction points to the environment is where their “Young people are joining a society in which there are civil or family parties continuously going on and the adults are setting the example of miss use. Thereby drawing the young people into these activities and the consumption of alcohol and snuff, two initial drugs, are at the front door and they easily jump into the consumption of other types of drugs.

Considering that the increase in drug consumption and distribution increases the climate for violence and crime, and contributes to problems such as family breakdown, isolation, and crimes such as theft, because “the family does not cooperate in the fight consumption and addiction.
